Unfortunately, most presidents tend to increase their executive orders and signing statements (and pardons) during their last few months in office. This is especially true when another party is due to enter the White House and take a larger control in Congress. Another reason is that Bush wasn't on the ballot in November, so the people only had the choice between Obama and McCain. Yes, the voters spoke loudly against the current administration by casting their ballots against the incumbent party; but according to our Constitution, the President-elect will have to wait until January, 2009, to actually govern.
